About the Author
Terry L. Cooper is the Maria B. Crutcher Professor in Citizenship and Democratic Values at the School of Policy, Planning, and Development at the University of Southern California. He was also a Fulbright professor at the Chinese University of Hong Kong. Cooper has served as the chair of the Section on Ethics of the American Society for Public Administration, and is a Fellow of the National Academy of Public Administration. His articles have appeared in Public Administration Review, Administration and Society, and the American Review of Public Administration.

This book is a very "dry read". If you're forced to purchase it for a course, buy it used! Also, make sure you have plenty of coffee ready and are not at all tired - because you will fall asleep while reading it. Reading case briefs, appeals, and legislative bills are - depending upon the topic - more interesting than this book. You may find that you'll get more out of the covered topics by doing the skim reading technique as there are many places where the author seems to use extra filler info that makes it redundant. Also, the author shows - in several places throughout - bias toward one particular political party over another. The author's unnecessary descriptive words within sentences point to such bias - you'll have to look past the bias, not let it infuriate you and do some searching on your own to find the truth. Definitely NOT worth buying new. Buy a good-used condition one instead. Otherwise, you'll wish you hadn't wasted so much money on the book. Yes, you can probably get it as an E-book; but, some parts of it are good for a future reference in another course.
This is typically a dry subject, however the author has done much to bring the subject to life, using real life examples and developing active models for implementation. I was pleasantly surprised because I had foreseen endless nights of poring over typical academic drivel, yet this text was well developed, researched and presented. This is one of the best texts I have read on the subject to date.Copper treats ethical norms and structures and ethical autonomy within organizations with skill and knowledgeable insight.

Good practical book full of ethical dilemmas I had never thought of before. Good cases where the answers weren't black or white and weren't right or wrong. It depended on the circumstances. Well done.
